Launchpad Funding Program Background:
As part of the first allocation of the federal 2024 Digital Equity Act (“DEA”) Capacity Grant Program administered by the National Telecommunications and Information Administration (“NTIA”) and funded by the Bipartisan Infrastructure Law, the Massachusetts Executive Office of Economic Development (“EOED”) has delegated MBI as the grantmaking entity for approximately $9.44 million of funding within the Launchpad Program. The goal of the Launchpad Program is to distribute $9.44 million in two-year grants to non-profit and public sector entities capable of strengthening digital access and adoption for Massachusetts residents.
Key Application Information:
- All requirements have been outlined in the Launchpad Program Solicitation. All relevant reference materials and required templates can be found on the Launchpad Solicitation webpage.
- This application consists of two steps—the Concept Paper followed by the Full Application. You'll only receive access to the Full Application if you advance past the Concept Paper stage.
- When completing the application, please be sure to carefully read the Launchpad Solicitation document and complete each section entirely.
- Please ensure that all required files are labeled correctly using the naming convention identified under file uploads and uploaded to the corresponding sections.
- Be sure to save your work regularly to avoid losing any progress. Once your application is completed, please review to ensure it is accurate and complete, and then hit the Submit button.
- Once your application is submitted, an automated confirmation email will be sent to you. You can always review your submissions by logging into your Submittable account under the “submissions” tab. Please note, that you may return to your application at any time to make changes or complete additional sections up until the application's close date.
Timeline:
This Solicitation is inclusive of a two-step process:
- Step 1: Submit Concept Paper by April 25, 2025.
- Step 2: Respondents who meet all criteria based on MBI’s review of their Concept Paper will be notified by May 15, 2025, of their invitation to submit a Full Application. Respondents must submit their Full Application by July 16, 2025.

➡️The UEI is the primary key used to identify an entity throughout the federal awarding lifecycle and in SAM gov. The DEA Capacity Grant Program requires “each subrecipient must obtain a UEI and provide it to the Eligible Entity.” Entities doing business with the federal government must have an active registration in SAM.gov. Please note that your application will not be accepted unless you have an active SAM.gov registration and, if awarded, no funding can be reimbursed in the future unless the SAM.gov registration is active. If your company does not already have a UEI, please obtain one by visiting sam.gov and registering. (NOTE: The UEI was previously known as a DUNS number.)
